In addition to Virginia establishing a page on their website specifically relating to Procurement Insights’ Coverage of eVA, the Commonwealth sent out invitations to 41,000 businesses inviting them to tune in, and call-in to today’s PI Window on Business broadcast “The Virginia Legislative Review of eVA Call-In Show.”
A follow-up to our July 16th show in which I reviewed the key findings from the Virginian Legislative assessment of the Commonwealth’s web-based procurement system’s impact on Small Business, we are today opening the lines so that listeners can discuss (and even debate) this seminal briefing with other members of the audience.
eVA has been been generally viewed as the standard by which all other public as well as private sector models should be based due in large part to the tremendous growth in both the number of registered (active) suppliers as well as the corresponding increase in the distribution of Commonwealth contracts over the entire supply base.
In fact, the legislative review found that of the 2 million purchase orders that have been processed through eVA since 2005 (worth $18 billion), Small Businesses have received almost 1.2 million purchase orders totaling $11.6 billion. Needless to say, and recognizing the importance of small business to any government procurement program, this represents a significant increase in terms of the overall volumes of business being processed through this critical sector.
There are of course other interesting findings relative to the impact of what I refer to as the pay-to-play fees that suppliers are required to pay, as well as the various options for dealing with a growing revenue surplus from said fees.
