The Vocabulary Defining Implementation Physics™ For The AI Era

Most AI conversations focus on technology, data, and governance. Very few define the environment those systems are deployed into.

The institutions are converging on the thesis. The archive developed the vocabulary. Here is the terminology — independently developed, publicly documented, and verifiable — that Implementation Physics™ brings to the AI governance conversation.


The AI governance conversation is accelerating. Every major institution — Gartner, McKinsey, MIT, BCG, Stanford HAI — is arriving at the same foundational conclusion: data quality, process integrity, and organizational readiness must precede technology deployment. The thesis is converging.

The vocabulary for it is still being defined.

And that is a problem. Because without precise language, the governance conversation collapses into the same generic frameworks that have produced a consistent 80% failure rate across major technology and procurement initiatives since 1998. “Readiness” becomes a checklist. “Governance” becomes a compliance exercise. “Process-first” becomes a project phase. The words that should carry the weight of the argument end up carrying none of it.

What follows is the terminology that Implementation Physics™ has developed — independently, without vendor sponsorship, across 27 years of field research and two proof cases (one SR&ED-funded) — to describe precisely what the institutional frameworks are converging on but have not yet named.


The Terms and What They Mean

Implementation Physics™ — The recognition that transformation outcomes are governed by structural laws that operate whether or not the organization acknowledges them. Technology assessment evaluates the tool. Implementation Physics™ evaluates the environment the tool will be deployed into. In the AI era, only one of those questions determines the outcome.

Strand Commonality™ — The process of identifying the cross-silo connections across seemingly unrelated parts of a system — data, processes, behaviors, incentives, governance structures — that exist whether or not the model has accounted for them. The most important variable in any transformation is often the one the model doesn’t yet know to look for. Strand Commonality™ is the discipline that surfaces it before deployment.

Strand Stability™ — The validation that the connections identified through Strand Commonality™ actually hold under real operational conditions. A model that appears sound in a design environment and fails under operational pressure was never correctly defined. Strand Stability™ confirms the model before the technology is introduced.

Phase 0™ — The pre-commitment diagnostic that applies Strand Commonality™ and Strand Stability™ before the investment is made, before the technology is selected, and before the efficiency gains are locked into an environment that was never correctly defined. Phase 0™ does not assess the technology. It assesses the environment the technology will be deployed into.

Friction Cost™ — The accumulated cost of deploying technology into an environment whose model was never validated before deployment. Friction cost does not appear as a single line item on any income statement. It is distributed across implementation budgets, workarounds, shadow processes, rework cycles, and decisions made on incomplete data. It compounds silently. And AI does not solve it — AI scales it.

Hansen Fit Score™ (HFS™) — A longitudinal vendor behavioral alignment assessment that evaluates not what a vendor claims about their platform, but what the independent evidence shows about how the platform actually performs in real deployment environments across multiple clients and multiple years.

Metaprise™ — The recognition that enterprise value is no longer created within the boundaries of the enterprise itself, but at the intersections between the enterprise and its extended network of suppliers, partners, and stakeholders. The metaprise is where the hidden strands that determine transformation outcomes actually live.

Agent-based model (implementation context) — An organizational model that treats each stakeholder in a system as an independent agent with their own incentives, behaviors, and decision logic — and maps how those agents interact to produce system-level outcomes. Distinct from agent-based modeling in economics or analytics; in Implementation Physics™ this is the diagnostic lens that revealed the DND causal chain and the Virginia eVA fragmentation strand.

RAM 2025™ — The multimodel AI validation methodology that treats convergence across independent reasoning systems as a robustness signal. Named for the year it was formalized, RAM 2025™ is the editorial and research validation framework that governs all published output from Procurement Insights and Hansen Models™.


The Attribution Matrix

The matrix below documents the first verifiable public-web usage of each term, the frequency of verified instances in the Hansen archive, and the usage — if any — of equivalent terms by Gartner, McKinsey, The Hackett Group, and KPMG.

The pattern is consistent across all ten terms: every term that is core to the Implementation Physics™ discipline has no verifiable public-web equivalent usage from the major institutional firms in the same sense. Where partial overlap exists — agent-based model and Phase 0 — the usage is demonstrably different in context and meaning.


Why This Matters Now

The Gartner Data & Analytics Summit 2026 produced a finding that connects directly to every term in this matrix: organizations with successful AI initiatives invest up to four times more in foundational areas — data quality, governance, AI-ready people, and change management — compared to those with poor AI outcomes. Yet only 39% of technology leaders are confident their current AI investments will deliver financial value.

That gap — between increased investment in foundations and persistent lack of confidence in outcomes — is precisely what Implementation Physics™ is designed to close.
