That clearly illustrates what is wrong with GOVERNMENT, not necessarily wrong with RFPs.
It also provides insight into why NYS has such a budget nightmare ahead of it!

That’s up to the voters to demand transparency and best practices in purchasing. If he knew that his purchasing department was pre-selecting, and he was in a position to change that practice, that’s on him.
